Summary
Within this chapter, we described the four key elements for Tier Two and how the PSM can be used to resolve issues related to implementation and impact of Tier Two. Tier Two is designed to meet the needs of 10â15 percent of the student population who need a little bit more support to learn and meet the schoolwide expectations and is intended for students with behavioral challenges (but not for those with dangerous or unsafe behavior problems).
Tier Two teams will determine exact Tier Two outcomes, but these outcomes typically include that no more than 15 percent of students in the school need Tier Two, that at least 80 percent of students receiving Tier Two interventions are successful, and that individual students see improvements in their behavioral functioning. The practices of Tier Two are the specific interventions that will be used in the school to reach those outcomes. To support the staffâs use of those practices, schools put systems into place for Tier Two, which begins with the creation of a Tier Two team. This team oversees all of the Tier Two processes and procedures, including securing funding and resources, providing training and coaching to staff members, and overseeing procedures to select, provide, and progress monitor interventions for students. Overall, the systems should allow students to receive support quickly matched to the function of their problem behaviors. Data for Tier Two includes screening data to identify students, brief diagnostic data to identify why students need support or why a problem is occurring, progress-monitoring data to evaluate impact of their interventions, and fidelity data to ensure interventions are implemented as intended. Across those four elements, the leadership team uses the PSM to examine fidelity of implementation and the impact of Tier Two at both a systems level (Tier Twoâs overall health) and a student level (which students need support). The four key elements overlap, and the PSM provides a framework that entails knowledge and consideration of those elements.
