RWANDA DOESN’T MATTER

THE OUTSIDE WORLD had never shown much interest in Rwanda, and by nature Vice President Kagame was disposed to scorn its platitudes. Nonetheless he understood that before ordering the invasion of a neighboring country aimed at crushing an enemy army that had regrouped there, he should try to explain himself to powerful foreigners. He set off on a tour of world capitals. At each stop, he warned whoever would listen that tens of thousands of genocidaires were drilling in Zaire and preparing to invade Rwanda so they could retake power and complete their extermination campaign. In Washington he met with Secretary of Defense William Perry. One American official later wrote that Kagame’s presentation was unfocused and “replete with circumlocutions,” but Kagame remembers it differently.
