Since August 2006, the British government has published its assessment of Britain’s terrorism threat level on a 5-point scale (low—an attack is unlikely; moderate—an attack is possible but not likely; substantial—an attack is a strong possibility; severe—an attack is highly likely; critical—an attack is expected imminently). The threat level remained at the fourth level except for a jump to the highest (fifth) level during short periods during August 2006 and June–July 2007. This practical constancy was not useful to public consumers; the British government issued no guidance on public responses by threat level. In September 2010, threat levels were separated for “Northern Ireland-related terrorism” and “international terrorism,” since then the international terrorist threat level has dropped as low as the middle (third) level, and the Northern Ireland-related terrorist threat level has dropped as low as Level 2.
