The word got around, and every day people arrived from all around the region, until there were sixty new śramaṇas in the deer park. The nucleus of the Buddhist sangha had been established. At this point the Buddha instructed them to split up, to take to the road, and go in different directions, taking the Dharma as far afield as they could. He saw that they all had a deep enough insight into the truth of things to be relied on to look for the most supportive conditions for their practice on their own.

Each of them was an arahant (literally, ‘one who has killed his foe’) or at least a ‘stream entrant’ (one who has progressed beyond the shallows of the religious life, and whose further development is assured). The Dharma had taken root in the mind of each one of them, and even at this early stage he told them to communicate not only what they had heard him say, but also the spirit of what he had said – which was also their own individual experience; that is, always to be ready to reformulate the essential spirit of the teaching.

Monks, I am free from the limitations of both earthly and heavenly existence. You too are free from the limitations of earthly and heavenly existence. Go now and roam wide for the benefit and happiness of others, out of compassion for the world, for the sake of gods and men. Teach the Dharma that is good in its means as well as its end, both the spirit of it and the letter.
