A couple of “nots” give the evaluator choices for why the student’s work might be at the lower tier.

Figure 23 is what a completed tiered system would look like for our example rubric (for an assignment in which students were tasked with presenting a lesson to the class). The simple difference between the use of details and examples is the use of a but or not. Here is what this looks like with the third performance characteristic:
