Murderer Made Marshal!

In matters of appointments, FDR, like all presidents, had to trade to get what he wanted. Senator “Cotton Ed” Smith from South Carolina was blocking the naming of Rex Tugwell as undersecretary of agriculture. The left-leaning Tugwell had been one of FDR’s original “Brain Trust.” Roosevelt won Smith’s consent by making one of his South Carolina’s political lieutenants a U.S. marshal, despite the fact that he had once been convicted of homicide.

“Rex,” FDR said the next time they saw each other, “we got it for you, even though we had to make a murderer a marshal!”
