"Two? I thought we lived in one."

"What makes a city-a society or a community-one?"

"Agreement, I think. Agreement about the goals we all agree to strive for together, and about the rules that regulate the striving."

"Excellent answer. Then how could there be a single city if the masters disbelieve in the goal that the citizens believe in, and if they do not even believe the rules are permanent but can be changed at will?"
