Following are questions for teachers, professional learning providers, and others who provide instructional support to teachers.
1. What would be the most difficult change your school would have to make to implement shift 1 with fidelity to the Common Coreâs intent?
2. How do students read differently when questioning is text-based, and how does this change instruction? What would you have to change in your instructional program to implement shift 2 effectively?
3. How should shift 3 significantly change classroom reading in the content areas at your school? Who has ownership of shift 3?
4. Do you think the shifts are reflective of what students are doing in countries that outscore the United States on international assessments like PISA and PIRLS? Explain.
5. What are the advantages of reconceiving your schoolâs continuous school-improvement efforts rather than tweaking them?
Following are questions for district and school leaders, district and school leadership professional learning providers, and teacher educators.
1. How could a district or school leader use the preceding questions to initiate a yearlong districtwide or schoolwide conversation and collaborative study of the CCSS shifts and how to implement them effectively?
2. How could reading and discussing the findings of the ACT report Reading Between the Lines improve classroom instruction? How does this report reflect the three CCSS ELA and literacy shifts? Cite specifics.

1. What policies could be put in place that would assist teachers and school and district leaders implement the three shifts?
