Felt’s role as Deep Throat also came about in part due to Nixon’s campaign against Ellsberg. With the administration attempting to pull in the FBI as a tool of the presidency rather than as an independently functioning investigative body, a natural resentment added to Felt’s circumstantial motivation to assume the role he did. By drawing the FBI closer under his own direction, Nixon was trying to alter the body that would ordinarily investigate the federal government into a weapon with which to harass and illegally investigate others. Felt took this to heart as deeply as anyone in the Bureau, and “was so wounded that he was passed over for the top job, furious at Nixon’s choice of an outsider...and determined that the White House not be allowed to steer and stall the Bureau’s Watergate investigation, [that he] slipped into the role that would forever alter his life.”[53]
