Marshall Rosenberg (2003), author and founder of the Center for Nonviolent Communication, explains that in the fast-paced, uncertain world, people make judgments. Often, they make these judgments quickly, without all of the necessary or relevant information. In disagreements or conflict situations, emotions can blur the lines between making judgments about ideas and making judgments about people. Unless dealt with constructively, the issue of what becomes the issue of who, and people may end up focusing their frustration on the person instead of the issue at hand. Figure 3.2 (page 66) shows the negative loop teams can get caught in.

In these automatic response loops, one person makes assumptions and judgments about what the other person is saying, thinking, or doing instead of actually listening to him or her. She then responds to her own assumptions, making it clear that she has not heard the other person. The other person reacts in kind, and the cycle continues. The following list presents some typical behaviors and responses that can contribute to a feeling of not being heard.
