Many would expect dramatic and concrete achievement from a personal visit to Moscow by the prime minister of Great Britain. Whatever you say publicly about the purposes of your solitary pilgrimage, I suspect that many in the Far East as well as the West would doubt that you would go all the way to Moscow merely for good will.

It was essential that members of NATO and other free countries should “maintain mutual confidence” and avoid anything that “could be misinterpreted.” Eisenhower concluded, “Naturally the final decision is yours, but I feel that the above factors are so important that I should in all candor and friendship lay them before you.”

This could not be plainer. But it in no way intimidated Churchill or persuaded him to change his mind. As Eisenhower had long suspected, mentally the prime minister was still living in the days of Second World War diplomacy. Churchill’s reply shows this clearly:
