IV. SANCTIONS

Chen and Wang were thus both officially declared to be liumang. While Chen was back at home in Tainan and subject to relatively modest restraints, Wang headed south to Taidong to begin his reformatory training. Wang’s criminal case was still pending in the Taipei District Court. As further detailed below, because of the “first ruling finalized, first enforced” system used when there were concurrent liumang and criminal cases, Wang began by serving his time in reformatory training (IR Art. 46). At the same time, as subsequently discussed in Section V.B of this chapter, Wang appealed the district court public security tribunal’s ruling to the high court in Taipei.
