1 It also showed that the civil servants who drafted the 1997 Education Act had not done a very good job, a mistake that was put right in the tidying up legislation in the 2008 Education and Skills Act, Section 159, that prepared the ground for the introduction of the QCF. Although the legislation that created the NQF was almost fit-for-purpose for the QCF, this was one change that was indeed necessary.

2 The 2008 Education and Skills Act also addresses this problem, creating a legal requirement for awarding bodies to offer both qualifications and credits.
