Rather than fixating on bringing individually identified “bad cops” to criminal trial for the purposes of prosecution by the very same racist state apparatus that equips the police with deadly impunity in the first place, WCG argues for abolitionist forms of justice and accountability that are compatible with specific forms of short-term institutional change, specifically those that facilitate the growth of community-based self-determination and/or subordinate police authority to the collective will and oversight of ordinary (poor, working-class, criminalized Black, Latinx) Chicagoans (see Figure 11).

We Charge Genocide’s critical abolitionist praxis significantly departs from approaches to police reform that reproduce episodic narratives of police brutality and fail to apprehend the historical continuities of anti-Black state power as a primary foundation and sustained demonstration of modern U.S. sovereignty.42 As a scholarly abolitionist text, Police Violence Against Chicago’s Youth of Color radically rethinks the institutionality of policing, flowing from a present-tense testimonial archive that amplifies the collective imperatives of survival, communal bodily integrity, radical social and economic justice, and self-defense against police terror and potentially deadly state violence.
