Now when the Bible says that God raises up evil, it does not mean that He puts evil in the hearts of people to do wrong, for He is not capable of evil. But He permits evil because doing so reveals man’s heart.

The prophet was distraught to think God would send one of Israel’s worst enemies, the Chaldeans—more wicked than Israel—to come against them. But Habakkuk accepted God’s astonishing pronouncement and praised Him:

Are You not from everlasting? . . .

O Rock, You have marked them for correction.

You are of purer eyes than to behold evil,

And cannot look on wickedness. (vv. 12‒13)
