THE UK CONNECTION

It is important to note that other governments have handled the UFO topic quite differently than has the United States. The government of the United Kingdom offers an excellent example. A good deal more information has been made public about the subject, largely due to the efforts of Nick Pope. He is a former Ministry of Defence (MoD) official, who has written several books about his experiences and frequently appears at both conferences and on television specials covering UFOs.

Meeting the MoD Chief Scientific Advisor

My formal encounter with the UFOs and the UK came in a situation that led to considerable personal embarrassment. In 1992 while working at Los Alamos I received notice that a very senior official from the British Ministry of Defence wanted to meet with me. That was all of the information that was received. That person was Sir Ronald Oxburgh, who was then the Chief Scientific Advisor to the Minister of Defence. Oxburgh held a Ph.D. from Princeton and his résumé included being the head of the Department of Earth Sciences and president of Queens College at Cambridge University. In the United States he had also been a visiting professor at Stanford University, California Institute of Technology, and Cornell. Obviously this was a very straight biography that there was to go on.

In the early 1990s the vast majority of my efforts at Los Alamos were on nonlethal weapons. That work had just begun to attract international public attention and there were articles written about the topic that often included my name. Some of the media attention included British publications and interviews with the BBC. Based on his background and current position, the reasonable assumption was that Oxburgh wanted to discuss nonlethal weapons.

Dr. Oxburgh arrived at the laboratory accompanied by a small entourage of British scientists. The meeting was held in a room in the headquarters building of LANL that is located “behind the fence.” That means it was in a classified facility. In reality, there are very few secrets that we keep from the UK, including ones regarding nuclear weapons. The basic agenda included a series of technology presentations that lasted a few hours. After the briefings those scientists accompanying Oxburgh were taken on a tour of some of the more sensitive places around the laboratory complex. As Oxburgh had visited LANL several times before, he did not go with them. It was at this point that he and I met privately. Prepared was my typical Nonlethal Weapons 101 briefing, as it was assumed that was the topic he wanted to discuss. Nothing to the contrary had been indicated.

We were the only two people in the room and the briefing lasted about an hour. After that, informal discussions about the topic lasted another hour.
