Operational Closure and Increasing Complexity: Boundary management by standardization and specialization

Operational closure should not be confused with formalization, standardization, specialization, or other forms of coordination. As already stated, operational closure means that the decisions of an organization must follow previous, or be oriented toward future, decisions of the organization. Operational closure refers to self-reference (i.e., the operational or self-referential closure) of communication. The organizational perspective is about making decisions according to system-specific criteria and linking up to previous decisions. These processes can be formal or informal. Nevertheless, an important result of the network activities of the Neustadt job center was the establishment of new boundaries by formalizing interorganizational relationships on the operative level. Formalization addressed decision programs, communication channels, and personnel, that is, the three previously distinguished dimensions. The example of the Neustadt job center shows that new boundaries emerged (1) in the area of decision programs by standardizing network relations and (2) in the area of communication channels by specializing tasks. Our empirical data do not indicate changes on the third formal decision-making dimension, the personnel of the Neustadt job center.
