Summarizing his results, Lundqvist found, however, that only the first part of the two propositions turned out to be true in these particular cases. The US response to the problems of increasing degradation of air quality was certainly more rapid than the Swedish one. Policy implementation, being "a different game" than policy making, exhibited, however, the surprise. The right of US citizens to appeal to the court created favourable conditions for the implementation of 1970 Clean Air Act Amendments (op.cit. pp 195sq). The difference between the two procedures was therefore less pronounced than expected. The view of the difference suggested by the Greek fable was all but conclusive.

In my own analysis, I intend to use the following factors in explaining identified differences in the content of transport policies and in transport policy making processes:

The geographical context: the structure of the land surface and population density patterns are seen as important factors. There are substantial differences between the three countries in these respects (see above, 3.1.3).

The situational context such as socio-economic contexts (for instance, economic recessions), the development of conflicts and the exploitation of unpredictable advantages.

The structural and cultural context: such as socio-economic factors, institutional framework conditions and political culture.

The actor-orientated context: such as organizations, coalitions of interests and stakeholders (being opponents or proponents of different elements of transport policy).

The strategical context: conceived as the purposeful application of instruments over time requiring a 'strategic capacity' of the policy actors in terms of planned and coordinated action .
