In one structure, having what you want leads you away from having what you want. In the other structure, it does not.

Think of it this way: In structural conflict, there are two rubber bands stretched around your waist, each pulling you with equal strength toward two competing goals. When you reach your goal, one rubber band is fully strained, pulling you back toward its goal of equilibrium. The path of least resistance wants to ease the tension, and, therefore, you end up moving away from your success. This is why “success cannot succeed in an organization that oscillates” is an inescapable law of organizational structure.

When you create a relationship of hierarchy between the competing goals, you are assigning one goal to the desired end result section of structural tension, and the other an action step that supports the more important goal. The tendency for the structural conflict itself may be placed into current reality, as in: Current reality including “we want both competing goals which are mutually exclusive,” and the desired end result is: “we pick this one as more important.” When you establish this kind of hierarchy, metaphorically, you are moving from a rocking chair into a car.
