In the South many women spend countless hours collecting firewood and water. This keeps girls out of school and women out of paid employment. In poorer countries women have less access to contraception, antenatal care and safe childbirth options leading to high levels of disability and death.

Poor women in wealthy countries suffer too. In the US, those below the poverty level are significantly less likely than women with higher income to have lifesaving mammograms to detect breast cancer. Black women in the US, more likely to be poor, are also more likely to be HIV-positive.

Today, ‘Poverty Reduction Strategy Papers’ (PRSP) must be developed for countries to be eligible for debt relief. They provide national planning frameworks for countries and are also increasingly tied to development aid. They are determining what resources get allocated where. But a major criticism of the PRSPs, amongst others (see Chapter 7) has been the absence of gender considerations in most of the country strategies.
