Kennedy Commission

Jack Kennedy’s appeal to young people was, at first, less sardonic than idealistic – and, in fact, boundlessly so. The programs he introduced and the tenor of his administration verged on the quixotic, with calls ranging from placing a “man on the moon” before the end of the decade to the recruitment of select volunteers to change the world either through the militant “Green Berets” or service in the Peace Corps. Apart from new initiatives, the romance of the administration extended to the confident and even cocksure fashion in which it addressed old and seemingly intractable problems – illicit drug use among them. “We are a proud and powerful Nation,” the president’s brother, Attorney General Robert Kennedy, reminded his audience of drug officials in 1962; “There is no affliction to which we have to surrender.” In the same tone of muscular idealism, the attorney general continued,
