1. Place water in a small saucepan, and bring to a boil over medium heat.

2. In a medium bowl, place bulgur, lemon juice, lemon zest, olive oil, garlic, cumin, salt, and black pepper. Pour boiling water over bulgur mixture, and stir well to combine. Cover and set aside for 25 to 30 minutes or until all of liquid is absorbed and bulgur is tender. Fluff bulgur with a fork, and set aside to cool for 15 minutes.

3. Add tomatoes, green onions, parsley, and mint, and stir gently to combine.

4. Chill in the refrigerator for 30 minutes or more to allow the flavors to blend. Stir gently again before serving. Serve plain, on top of mixed greens, or use as a filling for pita bread with lettuce and/or Roasted Red Pepper Hummus (recipe in Chapter 7).
