Having made his decision, the Inspektor was not about to waste any time setting the wheels of the Canadians’ exodus from Liebenau into motion.

Within less than twenty-four hours, he had inscribed each of our passports with a page of German text that was a diabolic inspiration on his part and totally misleading to us.

He wrote: ‘The holder of this passport, by notice of the Württemberg Ministry of the Interior in Stuttgart, is today released as a Canadian citizen from the Civilian Internment Camp Liebenau, district of Friedrichshafen, to proceed to Berlin; there to have the American Embassy, as the protecting power of her country, arrange everything further regarding the return trip to Canada; also to have the trip to Canada financed by this Embassy.’

This was followed by a short paragraph obliging me to register with the Foreign Police in Berlin – dated Sept. 13, 1941 – and the document is signed and attested with the name of the Herr Inspektor and the stamp of the German Eagle. It was clever, I’m bound to admit – for it allows its perpetrator the loophole of this interpretation: ‘… to have the American Embassy … arrange everything further (if they can!) …’ But it baffled the American Embassy, and embarrassed the German Foreign Office – since no one seemed to know whence came the authority for this cleverness.18
