The Pers ZS Signals Bureau was the German Foreign Office’s bureau with only a small team of cryptographers, but, according to the TICOM team investigating it, they evinced an extraordinary degree of competence. The reason for this was that there was a consistency in its development that was not to be found in any other German interception service. It was the oldest of the German signals intelligence bureau, beginning its operation well before 1914. Some of the personnel had been recruited in the First World War and were retained after 1918, with some still serving with the bureau at the end of the Second World War. This gave Per ZS a great deal of accumulated experience and expertise. Their task was to intercept and decode the codes and ciphers of the diplomatic messaging systems of over fifty countries. They were able to read the transmissions of most major embassies, including Britain, the United States, France, Italy, China and Japan. They had a team of cryptanalysts with an ability to crack diplomatic codes that was outstanding, particularly those of their allies Italy and Japan. German diplomats, however, were not as effective at encoding messages, as the Zimmermann Telegram debacle revealed. A Soviet diplomatic code book that the Finns had captured was given to the Germans and later taken by TICOM.
