Local regimes and the ‘power vertical’: costs and challenges

The formation of Russia’s local regimes in the 1990s and the 2000s faced multiple conflicts amongst their actors, and the building of a ‘power vertical’ by no means resolved them successfully. Rather, these conflicts became routinised, and their political content was replaced by an administrative form of ‘bargaining’ over the redistribution of growing rents (Shirickov 2010, pp. 178–79). But this mechanism of local governance proved itself vulnerable vis-à-vis exogenous challenges, as the experience of the 2008–2009 economic crisis illustrates. In fact, for local regimes this crisis played the role of a ‘natural experiment’, which shed some light on the issue of adaptability of the ‘zigzags’ and ‘U-turns’ of the ‘power vertical’ to the changing external conditions without major revision of its foundation.
