Each of these independent guard units consisted of the following elements:

A 1,385-man guard infantry battalion had five rifle companies (each six light MGs and six grenade dischargers) and a heavy weapons company (two medium MGs and two 70mm howitzers).

These independent guard units, almost completely immobile, served on guard duties in China through 1945 and were still in service at the surrender. The 8th Independent Guard Unit, although ordered activated on 1 February 1945 with the rest of the first group, was an anomalous formation. It consisted of the 33rd Guard Battalion and the 5th Battery of the Tsugaru Fortress Heavy Artillery Regiment for a total strength of 1,644 men for duty in Sapporo.

On 6 February 1945 lighter security units were formed for the homeland, the 1st, 2nd and 3rd Guard Brigades, and in early June they were assigned to the Tokyo Defense HQ. Each of these brigades had a strength of 4,078 men and consisted of an 82-man headquarters, six 639-man guard infantry battalions and a 162-man signal unit.
