Unfortunately, because the problems CSI was designed to address were embedded in underlying environmental statutes, EPA came up against some significant limitations in what it could accomplish through administrative actions. EPA cannot change these statutes; in fact, they are written to constrain and direct the kinds of actions EPA takes. Statutes not only direct EPA’s priorities, but also stipulate numerous judicially enforceable deadlines that the agency must meet and often specify the regulatory strategies EPA must use in great detail.
