I have to say this with a very heavy heart, that just like several other incompetent and non-productive organizations in the country, the presence of the NDMA and NDRF was also mere tokenism. It seems that their own people had no clear idea about their mandate. In many places they reached three–four days late and that too with the most rudimentary equipment, like ropes and sticks. Moreover, most of them were physically weak and under-nourished, and had not undergone any formal training.
