6.3 Government Nonjurisdictional Standards: DOD, NASA, etc

In addition to those governmental standards that have force of law, essentially all governmental agencies produce standards used either internally or externally to aid in accomplishing their responsibilities. Those used internally are to document and give structure to policies, procedures, and processes used inside the organization, while others are used in working with other organizations, typically contractors performing work for the government.

Process details vary widely among organizations. The nature of the Department of Defense, for example, leads it to be more hierarchical and top down than some of the other organizations. The Forest Service has a document structure that has standards that apply to different regions of the country. Federal Highway Administration standards, while affecting the private sector, also come with money when they are implemented on a contract, so a less rigorous process may not be objected to by those affected. NASA follows a process so inclusive and rigorous that, except for being internal to the organization, it very nearly mimics the American National Standards (ANS) process.

With this variability in process, it is to be expected that there will be a range of qualities among governmental nonjurisdictional standards, and this is indeed the case.
