It is noted that K MVRA_i will become very large when STD amb_i is too small. This can happen for the generators which were off during the window and for SCADA signals with low resolution or low sensitivity . Such signals that remained mostly unchanged during the initial ambient window will be excluded with Filter 1. For example, Fig. 9.17a shows a generator MW output whose STD amb_i is zero, so that its K MVRA_i in (2) is infinity.
