There was also the anti-vaccination movement in the Britain in the 1800s that may have further entrenched parents’ suspicion of the claim that there is no causal relationship linking MMR vaccination to autism (Blume 2006). This distrust or suspicion was accentuated by already existing negative public attitudes to government authorities, resulting from previous public controversies, such as the BSE epidemic. In the case of BSE, government experts reversed their reassurances with the original message that BSE was of no threat to humans (Caplan 2000; Bellaby 2003; Murphy-Lawless 2003), impacting on their credibility. In July 1998, the government attempted to provide reassurance by sending over 2 million leaflets, distributed through 9000 GP surgeries and 156 health promotion units (BBC 1998a). The leaflet, “MMR-The Facts”, published a clear message that there was no sufficient evidence that linked MMR vaccines, bowel disease and autism. The leaflet, produced by the DoH and the Health Education Authority (HEA), further stated that children could die from the diseases if they failed to take the MMR vaccination (BBC 1998a). In the leaflet, the government argued thatThe risk from the three diseases [is] greater than the risk of developing autism, which has not been proven.
