The idea that our local public power institutions should go bankrupt. This is exactly what the private power companies are hoping for. If anything should go bankrupt, it should be WPPSS as an organization.

The idea that an effort to save public power institutions in Washington state is not serious business. It is very serious. The ability of WPPSS to float $850 million in bonds at 15 per cent is directly dependent on the subservience of the 19 PUDs and 4 municipals which make up the WPPSS corporation. If we are talking about taking over our PUDs, etc., and denying this possibility of floating tax-exempt bonds through WPPSS at this level, we are talking about serious business. There are substantial forces who will oppose us.75
