We cross-tabulated the tactic of engaging policy decision makers with each of the other five tactics to estimate the proportion of advocacy organizations who appear to employ this strategy. We found that 54% (370) of our respondents use some variation of this strategy often or always in the policy work. We focused on these 370 respondents to describe the types of organizations that use the inside-outside strategy often or always.

Compared to the other organizations in our dataset, those employing the inside-outside strategy view policy advocacy as a much more important part of their mission. Over 60% of inside-outside strategists view policy advocacy as extremely important to their mission, with another 32% viewing it as very important. Clearly, this is an important advocacy strategy for those organizations that are more centered on policy advocacy (χ(4)2 = 102.3, p = 0.00). In contrast, only 30% of all other organizations view policy advocacy as extremely important to their mission. This relative importance of policy advocacy to these organizations is reflected in the resources they devote to advocacy. Those using the inside-outside strategy devote about 13% more of their staff’s time to advocacy (51% versus 38%, t(565) = 5.00, p = 0.00) and about 7% more of their budget (43% versus 36%, t(553) = 2.70, p = 0.01) (Fig. 5.3 and Table 5.2).
