3Liberal institutionalism explores how self-interested parties can cooperate on the basis of rules and norms when there is no central authority. 4External competition, in a global environment of market liberalism will drive all firms and nations, to similar regulatory structures, similar standard of living and eventually similar systems of domestic governance.
