The homeless population has grown by more than a third in recent years and now is higher, per capita, than anywhere else in the nation, prompting the governor to announce a state of emergency and the mayor of Honolulu to call for a “war on homelessness.” Meanwhile Hawaii’s tourism industry has been funding an initiative to fly homeless people back to the mainland.
