The menu of ground targets is, then, rich. But the choices cannot be made solely in terms of predicted impact on the ground battleâa difficult and uncertain enough task in itself. At each stage, the enemy will attempt to defend themselvesâall the while trying to do the same harsh things to our side.
Given that resources are scarceâand virtually fixed from the point of view of the commander of a battle, every use of an aircraft is at the expense of some alternative use. CAS means less interdiction to the rear. Both mean less defense vs. enemy CAS and interdiction, less suppression of his defenses (destruction of ground defenses, C3, and air bases), and less resources with which to defeat his aircraft in combat.
This is an opportunity-cost view of the trade-offs. These trade-offs can also be looked at in terms of their synergistic effects. The more successful the defense suppression and achievement of air superiority, the easier and more successful will be the CAS and interdiction missions, and the less successful will be the enemy in these missions.
Every planner and commander assumes that the answer to the choices outlined above is a mixâof missions and of equipment. This Chapter will describe one ambitious attempt, not to optimize this mix but to aid planners in comprehending the problems and in testing alternative force and employment mixes.2
