• Rinse the fillets and dry well with paper towels.

• Combine the yogurt and next 6 ingredients in a bowl. Fold in the sea bass; cover and refrigerate for 45–60 minutes.

• Sauté the onions, peanuts, seeds, and garlic in butter. Stir in carrots, rice, and salt; add water. Cover; simmer on low heat 15 minutes.

• Remove fish and pat lightly with paper towels. Fry the fish in an oiled pan, 3 to 4 minutes per side, until well crusted. Serve over carrot rice. Garnish with cilantro.
