These perspectives are additionally redefining understandings of contemporary development (Das and Misra 2017). Importantly, the establishment of “responsive” governments is not meant to be a mere updating of the status quo but full scale transformation of governance and administration for the twenty-first century. Amidst is diverse deployments and multi-disciplinary complexity as a domain of study, it ultimate represents “the use of information and technology to support and improve public policies and government operations, engage citizens, and provide comprehensive and timely government services” (Scholl 2015: 21). Anticipated is the arrival of “computational intelligence” that can produce “smarter” and supposedly fairer socio-political and economic systems (Doctor et al. 2018) To this end, e-governance is rapidly evolving into what is termed “informational governance” reflecting “: (1) new forms of governing through information, and (2) transformative changes in governance institutions due to the new information flows” (Soma et al. 2016: 89). In particular,

New conditions make it possible to communicate across the globe, just in time, be part of networks and include different kinds of knowledge into policy making, and more insights into the emerging new societal roles and instruments for sustainable developments are needed. (Ibid.: 96)
