One of the main legends circulating St. Paul is that the series of underground tunnels beneath the courthouse were once used to illegally transport liquor during Prohibition. The nearly forgotten tunnels were rediscovered in 1999 by men working on the construction of the Minnesota Science Museum. It is said that much of the bootlegged moonshine went to supply the thirsty patrons of Nina Clifford’s infamous brothel. This is not a far-fetched claim, as many of the city’s most influential movers and shakers spent quality time at Nina’s (and the place was never dry). In fact, if you go to the courthouse website, it notes that the legend about the chandelier in the mayor’s office coming directly from Nina Clifford’s brothel is the most famous unproved courthouse story.

In 1928, Ramsey County was in dire need of a new courthouse. An initiative began that resulted in a public bond offering that raised $4 million for the financing of the new courthouse. Thanks to the stock market crash of 1929, the costs of labor-made materials had plunged, thus providing the project with unexpected funds. The additional money allowed the designers to upgrade the project with quality imported woods and twenty different types of marble that would have been otherwise unobtainable. Designed by architects Holabird and Ellerbe, the Art Deco project combined dramatic lighting and a clean sense of lines to create a skyscraper-style courthouse. The courthouse celebrated its grand opening in 1932.
