Can you grab a 10-minute slot at a senior management meeting? If you can, offer the managers a menu of actions they can take (leaving the car at home one day per week; remembering to switch off their PC when in meetings; agreeing to invest a small amount of money in a new, efficient printer) and ask that each of them signs up to one thing. Agree with them that you will be able to track their progress and report on it to the rest of the team.
