Access to food is at the heart of food justice advocacy. Changes in the food system, reflected in the rise of the global food retail behemoths, the limited availability of fresh, healthy food in low-income communities, and the problematic nature of school food, underline the nature of an unjust food system and the need for a food justice agenda. The stories and the issues identified—among them the Pennsylvania FFFI, an expanding world of farmers’ markets and CSAs, Farm to School initiatives, and the demand for greater accountability and greater access—are encouraging signs that change can happen. This change might be effected through a program at a particular site, or through a specific policy, but it ultimately requires scaling up efforts to an institutional level and comprehensive policy shifts that give meaning to the core food justice insight. Seen through a food justice lens, this change is about overcoming disparities and unequal outcomes as much as it is about the overall need for systemic change. School by school, community by community, market by market, food program by food program, policy by policy, new access points have been created and alternative food pathways have been developed. The opportunities are there, even though the barriers to change, particularly systemic change, remain formidable.
