[A]ssessing the claims of labor market shortages is crucial. Purported labor market shortages for scientists and engineers are anecdotal and also not supported by the available evidence. Little analysis has been conducted of hiring difficulties by firms and the supply of workers. A particular employer or industry’s experiences in hiring could be the result of any number of factors. The assumption that difficulties in hiring is due just to supply can have counterproductive consequences: an increase in supply that leads to high unemployment, lowered wages and decline in working conditions will have the long-term effect of weakening future supply by discouraging current students.51

A more recent book by Yu Xie and Alexandra Killewald52 at the University of Michigan, published in 2012 and mentioned briefly in chapter 1, analyzes an even wider range of relevant datasets. The book is focused on the sciences subset of the science and engineering workforce. Overall their conclusions were quite consistent with those of earlier analysts. Analyses of relative earnings provided no evidence of “shortages” of scientists in the U.S. workforce:
