The Guardian warned that these German professors of economics are ‘a class of thinkers whose views frequently differ essentially from those usually adopted in this country’. For ‘though holding most of the doctrines of Adam Smith’ (as well they might!), they ‘take certain peculiar views’, namely ‘the policy of State intervention, which the socialistic professors are continually advocating in regard to all kinds of questions’. 321

From the Great Crash of 1873 onwards, article after article on ‘the German Socialists’, ‘Bismarck’s State Socialism’ and suchlike makes the same point:

Like PRINCE BISMARCK, the Socialists – whose popularity among the working classes is evidently growing – aspire to give the central Government authority over every sort of national institution and industrial enterprise. 322

[Socialism and Communism]: In both bases their acceptance is facilitated by the position of the State in Germany. For the State in the concrete form of its officials is traditionally a much more familiar power than with ourselves in England. And hence the idea either of regulation of all property in the interests of labour, or a community of property administered by State officers, is not so hard to grasp as it would be for us. 323

The journal that advocates the re-imposition of the duties on iron in Germany might be described, without much straining of criticism, as a Socialist publication. 324

The habit of initiative, without which Englishmen could not live and which in Germany had certainly made some progress, is fast disappearing before an omnipresent State power. The millennium of every Socialist dream, viz, a condition where all work is fixed, ordered and requited by Government, has more than dawned in Germany. 325
