The 12th five-year plan first put forward the initiative to “gradually establish an emissions trading market.” On 10 December 2014, the National Development and Reform Commission issued the Interim Administrative Measures on Carbon Emissions Trading report providing the legal basis for building a nationwide carbon market. In the preparatory stage, five cities and two provinces—Beijing, Chongqing, Shanghai, Shenzhen, Tianjin, Guangdong Province, and Hubei Province—were approved to carry out pilot ETSs.
