Procedure:
Preheat the broiler. Use the olive oil to coat the red peppers lightly.
Grill the peppers under the broiler until the flesh becomes slightly soft and the skin becomes black. Put the peppers in a resealable plastic or paper bag and let it cool for around 45 minutes.
Remove the skin and seeds of the peppers and cut them into small pieces.
Cook and stir the garlic, red peppers, and basil in a skillet with 3 tbsp olive oil on medium heat for about 10 minutes.
Put the mixture in a blender and puree it. Put the puree in the skillet and reheat.
Add in the Romano cheese and half-and-half. Cook and then stir until the cheese melts.
Mix the butter until it melts. Season with salt and pepper and let it simmer for 5 minutes.
