Food was a focus of Operation Cue, but so too was a psychological and social reprogramming of Americans amid spiraling militarism and the threat of nuclear holocaust. In fostering a new state-citizen contract, moreover, wives and mothers were a key focus.65 As depicted in Operation Cue, they bore primary responsibility in preparing the family and community for life in a postapocalyptic landscape.

Operation Teapot ended with Zucchini, a twenty-eight-kiloton tower shot that, as with Bee, generated a comparatively high collective population exposure estimate. Nonetheless, Teapot was deemed a success in regard to minimizing offsite fallout, particularly compared to Operation Upshot-Knothole. And yet collective estimated population exposure to gamma radiation was notably higher during Teapot than during the Tumbler-Snapper series of 1952.66

An AEC report lamented that public-relations efforts during Teapot garnered considerable goodwill, with one notable exception: a newspaper editor in Tonopah, Nevada, who “maintained a highly critical attitude towards test activities.”67 Robert A. Crandall was the editor of the Tonopah Times-Bonanza. In contrast to other local newspapers in the downwind communities, Crandall was a frequent critic of the AEC, and his weekly columns often earned him a phone call or visit from AEC and military officials.68 Pointed editorials in the Deseret News, out of Salt Lake City, also arose during Operation Teapot. In an editorial titled “Don’t Hurry Back,” the Deseret News commented, “But if the AEC decides to conduct subsequent tests in the ocean or Antarctica or somewhere else, they’ll find no complaints here.”69 The AEC made significant operational changes in 1955, but the memory of Dirty Harry echoed downwind.
