2.8.1 Communication Training
Train the PIO/spokesperson (and backups) ahead of time; it is too late to identify or train them after a crisis occurs. It is not unusual that they can get stuck off site during an emergency, especially during weather events that render roads impassable and impair telephone lines. Also, people go on vacations, get sick, go to conferences, quit, and are otherwise unavailable. The PIO does not have to serve as spokesperson. Smaller utilities often do not have a full-time PIO but they can designate and train someone (and backups) to take on this role before a crisis strikes.
Choose a potential spokesperson carefully. Some people do not speak clearly or are simply too frightened of public speaking to do well on camera. Pick as a spokesperson someone who is typically knowledgeable, speaks clearly, a quick study, and cool under pressure when the cameras and lights point his or her way.
Media training sessions should include a mock on-camera interview, which can help identify problems early and prepare the spokesperson or find an alternative. Train replacements when the spokesperson/PIO retires, leaves or changes jobs in the organization, or otherwise becomes unavailable.
The utility manager and technical experts who are most likely to have to go on camera should also be media-trained. These might include the operations manager, collection systems manager, lab manager, chief engineer, biosolids manager, or safety and security manager. Outside media trainers can often include three to five people in a class, which helps stretch the training budget.
