The Mandal Commission and Uttar Pradesh Politics

The acceptance of the recommendations of the Mandal Commission by V. P. Singh’s government had a large impact on the party system in Uttar Pradesh for a number of reasons. Forward castes have historically controlled the instruments of the state. As a result, they were likely to be more sensitive about quotas for backward castes. Quotas for backward castes would limit the access of forward castes to the state government, a government that played a key role in preserving their economic status (Frankel 1989). The forward castes’ opposition to quotas was intensified by the fact that, unlike the situation in states such as Tamil Nadu and Karnataka, the private sector in UP was not developed enough to create jobs by itself. As a result, the state was still the chief employer (Backward Classes Commission 1980, xx).
