The NAACP and local black organizations also chipped away at the creep of Jim Crow in the city. In 1927, they fought—and won—against Jim Crow on the local beaches. In 1931, they fought—and won—against discriminatory practices at public pools. By the mid-1930s, they had pressed local authorities to adopt a municipal code prohibiting racial discrimination in all public facilities. But as the Black Belt of the city grew, the proliferation of police officers on Central Avenue proved much more difficult and complicated to confront.
