In April of 2019 the Régie de l’énergie decided that the rates for crypto-mining companies would be between 3.46¢ and 5.03¢ per kWh. However, this was accompanied by a set of limitations. The total number of projects could not amount to more than 300 MW and no single project could use more than 50 MW. Hydro-Québec also has to set aside 50 MW for projects of less than 5 MW. Only the most deserving projects would be allowed to hook up based on a list of criteria that included number of jobs created, total payroll, revenues and amounts invested—all broken down by megawatts of power. The companies also had to promise to remain in operation for five years.
